Mandate
The Ministry of Health and Social Services (MoHSS) in Namibia has a mandate to provide health and social welfare services to the Namibian population:

Health care
The MoHSS is responsible for providing quality, accessible, and affordable health care services. The MoHSS also works to ensure that citizens have fair and reasonable access to public health facilities and services.

Social welfare
The MoHSS provides social welfare services, including social allowances and relief, to those in need. The MoHSS also works to promote the social, mental, spiritual, and physical well-being of all Namibians.

Community development
The MoHSS works to promote community development, poverty reduction, and responsible lifestyles.

Rehabilitation
The MoHSS provides remedial and psycho-social rehabilitation services, including counseling, cognitive and behavioral therapies, and group therapies.

Institutional care
The MoHSS provides institutional care as a last resort for vulnerable people and groups.
The MoHSS's mandate comes from Article 95 of the Namibian Constitution, which requires the state to maintain the welfare of the people.
