Regulations for Trade in Minerals
All mineral exports including for scientific examinations require mineral export permits from the Ministry of Mines and Energy (MME). For exports of rough diamonds, a Kimberley Process Certificate is required. More information can be obtained from Ministry of Mines and Energy - Kimberley Process (KP) (gov.na). Process of Applying for an Export Permit
- The trader must collect an application form for an export permit from the Ministry OR download the application form from the Ministry’s website: Ministry of Mines and Energy - Directorates (gov.na) and complete the form.
- Application shall be completed fully and submitted to the front office of the second floor at the ministry’s head office. Alternatively, it can be emailed to infor@mme.gov.na.
- The application should reflect valid MC, NEPL, EPL, ML, HVM numbers.
- For single consignment export permits,
- , royalty payments are due before the licence is issued, while for a multiple consignment export permit, royalty payments are due within six months of issuance.
- The applicant is required to pay royalties upon expiration of the multiple consignment export permit at the different rates for different commodities.
- All applications should be accompanied by Application Form 2. Proof of payment -Payee must indicate reference as ‘Royalties’. The company name and/or licence number should also be indicated on the deposit slip.
- Trader collects the permit after it is issued.
- Please note that under the Export Levy Act, 2016, Namibia introduced export taxes on a range of products, including minerals. The mineral levies range up to 15%, with certain preferential rates granted for exports to the European Union (e.g. 2% to EU compared to 15% to China on dimension stones).
- Export levies on diamonds range from 0.5% (cut and polished) to 2% (unsorted rough diamonds).
