The passage outlines regulations requiring licences or permits for harvesting, transporting, selling, marketing, exporting, and importing forest produce. General dealers are exempt from needing a marketing licence but must prove legal procurement. Exporting unprocessed forest produce is restricted unless authorized for special purposes.
