1. Requirements for Registration of Manufacturing Facility

Manufacturers or importers must apply to the regulator for registration of their manufacturing facility to ensure compliance with NAMS/EN 197-1 and NAMS/EN 197-2 standards. The application must include details of the cement type, manufacturing facility, a recent cement test report, and packaging information. The regulator will assess the application. Importing or trading cement from an unregistered facility is an offense, punishable by a fine of up to N$5,000, imprisonment for up to six months, or both.

2. Mutual Recognition Agreement

If a mutual recognition agreement exists between Namibia's regulator and a foreign certification body, the regulator may accept cement evaluation results if they meet equivalent standards. Importers must apply to the regulator, pay a fee, and receive an attestation of conformity letter, valid for 21 days per consignment. The regulator may also physically verify the imported cement's quantity and type.
