Procedure for Application of a Namibian Veterinary Import Permit and Veterinary Import Permit for conveyance intransit

AGENCY: MINISTRY OF AGRICULTURE WATER AND LAND REFORM (MAWLR)

1. For the application of a Namibian Veterinary Import Permit and Veterinary Import Permit for conveyance in-transit, one must complete a relevant application form.

2. The application form can be obtained from the Veterinary Import Permit and Export office, at the Government Office Park, Ministry of Agriculture, Water and Land Reform, any nearest State Veterinary Office or online from the Ministerial website: www.mawlr.gov.na .

3. For inquiries, contact veterinary officials at the Import and Export Control Offices at:

   3.2 Walvis Bay Office – Tel +264 64 203073

   3.3 Office operating hours: Monday to Friday from 08H00 -13H00 and 14H00 - 17H00. The offices are closed during weekends and public holidays.

   3.4 Fully completed application forms can be hand delivered to the Import and Import Control Office, 2nd floor, at the Ministry of Agriculture, Water and Land Reform East Wing, Government Office Park, Windhoek or emailed to Vet.Permits@mawlr.gov.na.

4. An Import Permit Fee is payable at the time of application. At the moment of publication of this document, fees are as follows: N$ 150.00 for a Veterinary Import Permit and N$ 50.00 for a Veterinary Import Permit for Conveyance In-transit.

5. These fees are subject to change and importers are urged to find out about these fees by confirming from the two import and export offices.

6. Payment can be made at any nearest State Veterinary Offices or to any receiver of Government revenue under allocation number 312022780 or through electronic payment to the ministerial account. The banking details can be obtained upon request. Due to the fact that MAWLR also issues other permits, traders are advised to always quote “Vet import permit” whenever payments are made electronically or at other government institutions other than veterinary offices.

7. Payments for veterinary Import Permits and Veterinary Import Permits for Conveyance In-Transit by clients who reside outside Namibia can also be made through the Namibia Diplomatic Representations (Namibia Embassies / High Commissions) in such countries.

8. Proof of payment must accompany the application form.

9. Application forms for import permits must be accompanied by supporting documents depending on the goods to be imported as indicated in section (3) below.

10. The permit is issued within a maximum of three (3) working days if all the documents are in place at the time of submission of application documents. However, the process might take more than three (3) working days should there be a need for DVS to do a risk assessment or require additional information regarding the application or in case of an incomplete application form.

11. The veterinary authorization does not absolve the importer from obtaining other permits for the importation of the product/s which may be required by any other Namibian law e.g., Livestock Improvement permit, Breeders association permits, Meat Board of Namibia permits, Conventions on International Trade in Endangered Species of Wild Flora and Fauna (CITES) or Ministry of Environment, Forestry and Tourism Permits and others.

12. Should there be any outstanding documents/information, the applicant will be informed within three (3) working days from the day the application was submitted.

13. Applicants should enquire with the Import and Export Office regarding the status of their application three (3) working days after submitting the application form and make arrangements to collect their permits once issued from the Import and Export Office or obtain their permit through any other authorized means.

A fully complete application form, ii. A copy of a veterinary import permit from the country of destination, iii. A copy of a valid certificate for a veterinary approved export establishment 3.2 Transit permits for commodities passing through a third country (from country A to country B, then from B through Namibia to the country of final destination) i. A fully complete application form, ii. A copy of a veterinary import permit from the country of destination, iii. A copy of a veterinary import permit/export certificate, certified by the official veterinarian in the country of origin with which the consignment was legally imported into the exporting country iv. A copy of a removal permit, v.
