The Minister, after consulting with the board, can announce rules in the Gazette to ban or limit the import or export of certain controlled products. These rules may include conditions, such as requiring a permit from the board, with an option to appeal to the Minister.

Meat can only be exported from high-capacity, registered facilities. Owners must register their abattoirs or plants as export establishments. The meat must be marked as required by the importing country, and the container used for export must be sealed with a unique number at the time of loading.

To apply for an import permit, an importer must complete and submit the official form. Providing false information is a punishable offense. Imported meat must be stored to prevent contamination, with security measures to avoid tampering, and relevant documents must be available for inspection. Veterinary checks must confirm the meat’s safety, link it to the import permit, check temperature maintenance, and ensure no contamination occurred during transport

Abattoirs and processing facilities must be registered to legally sell or export meat in Namibia. The Meat Board can suspend a facility's registration if criminal proceedings related to violations of international agreements on livestock and meat standards are initiated against the operator.

To import any animal, animal product, or restricted material into Namibia, a person must have a valid import permit and follow the conditions specified in the permit. Even with a permit, if the item is known or suspected to be infected and the permit does not specifically allow importation in such a condition, the item cannot be imported.

The Chief Veterinary Officer, with the Minister's approval, can set up quarantine stations on state land in Namibia. These stations will handle the detention, inspection, and treatment of animals and animal products to prevent the spread of diseases.

The board has the authority, with the Minister's approval, to require certain people or groups involved with controlled products to keep records and provide information. It can also prohibit the sale or export of controlled products unless the producer or speculator is registered and meets the board's conditions. Additionally, no one can export controlled products from Namibia without a permit issued by the board if such exports are prohibited.

Meat or meat products from certain animals can only be exported to specific countries if they meet strict processing and storage requirements at approved facilities. If the Director finds that these products contain prohibited substances or do not meet the necessary conditions, they cannot be exported.
