The Minister, after consulting with the board, can announce rules in the Gazette to ban or limit the import or export of certain controlled products. These rules may include conditions, such as requiring a permit from the board, with an option to appeal to the Minister.

Before operating an export abattoir, the applicant must first get approval from the Directorate of Veterinary Services (DVS) after pre-approval by the Meat Board of Namibia (MBN). Export of meat products requires registration with the DVS, and abattoir owners must notify the Meat Board early to ensure adequate training for carcass classification.

If a prescribed animal is temporarily removed from Namibia, it is considered imported when brought back and must keep its imported status. Owners of imported animals must ensure the animal is identified with an approved device within seven (7) days or before it leaves its initial location. The Chief Veterinary Officer can grant exemptions under certain conditions, such as when the animal is destined for immediate slaughter or will leave Namibia within 14 days.

A veterinary official must identify and report an imported animal to the central database within seven (7) days of tagging it. The database manager then has five (5) days to register the animal upon receiving the information.

Anyone who imports a prescribed animal into Namibia must maintain a detailed register of the animal at its location. This register must be updated within seven days of the animal's arrival, kept accurate and legible, available for inspection, and preserved for at least 10 years.

To import any animal, animal product, or restricted material into Namibia, a person must have a valid import permit and follow the conditions specified in the permit. Even with a permit, if the item is known or suspected to be infected and the permit does not specifically allow importation in such a condition, the item cannot be imported.

Anyone planning to import animals, animal products, or restricted materials into or through Namibia must notify the Chief Veterinary Officer in advance and obtain a health certificate from the exporting country's authorities.

A person need a written permission from the Minister to import or export aquatic organisms. The Minister can set conditions for approval, inspect, and take action on the organisms, including quarantine or destruction if necessary.

The Chief Veterinary Officer, with the Minister's approval, can set up quarantine stations on state land in Namibia. These stations will handle the detention, inspection, and treatment of animals and animal products to prevent the spread of diseases.

The board has the authority, with the Minister's approval, to require certain people or groups involved with controlled products to keep records and provide information. It can also prohibit the sale or export of controlled products unless the producer or speculator is registered and meets the board's conditions. Additionally, no one can export controlled products from Namibia without a permit issued by the board if such exports are prohibited.

Livestock export or consignment to controlled abattoirs requires a non-transferable permit from the Board, which controls the quota and allotment process. Licensed farmers or speculators must submit a declaration and permit application to the Board at least six weeks before export or consignment. Additionally, all applicable levies must be paid before the livestock can be exported.

Levy funds will be used to support the meat industry by providing subsidies for livestock exports and premiums for exporting or slaughtering livestock, with Administrator approval.
